Tortellini pepper & pine nut salad


1/4 cup balsamic vinegar
1/4 cup red wine vinegar
1/2 olive oil
1/4 cup fresh basil leaves, minced
1 lb tortellini, cooked
1/4 cup pine nuts, toasted to a light brown color

1/2 cup fresh parsley, finely chopped
1 red bell pepper, sliced into l/2″ strips
1 green bell pepper, sliced into l/2″ strips
1/4 cup romano cheese, freshly grated
1/4 cup parmesan cheese, freshly grated
salt and freshly cracked black pepper
1/2 cup green onions, sliced 1/4″ long

In a large bowl, whisk together vinegar
