Seafood lasagna


1 cup (1 package) milkman or other low-fat milk powder
2 3/4 cups water
salt to taste
1/4 cup + 1 tbsp dry vermouth

1/4 cup flour
nonstick cooking spray, preferably olive oil
8 oz scallops
8 oz cooked crab meat
2 cloves garlic, minced

9 lasagna noodles, cooked and drained
1 tsp dill
1/4 cup freshly grated parmigiana or reggiano
