Broccoli, cheese & potato soup


6 medium-size new potatoes (about 1 1/2 pounds), cooked until tender yet firm, peeled and cut into chunks
3 heads fresh broccoli, cut into pieces
1 large diced onion
3 cloves minced garlic
3 cups chicken broth

4 cups milk
1/2 cup + 2 tbsp flour, separated
2 tsp white pepper
1/2 tsp salt
9 ounces grated cheddar cheese
